In 41 states, according to a recent survey by Families USA, average COBRA payments amounted to more than three-quarters of those states' average unemployment benefits. But according to the fine print of the stimulus bill being hammered out between the U.S. Senate and House of Representatives, help is on the way -- for those who elected and are paying for health insurance under COBRA, and for many of those who took a look at the prospective price tag and said "no thanks." The two bills differ in how generously they will help the unemployed with their COBRA insurance payments. But the House and Senate bills contain COBRA subsidy packages, and the provision hasn't been controversial. So it's considered a good bet to be part of the final package adopted by Congress this week. Here are the details, provided by human resources consultants of the New York-based Sibson Consultants: -- If you were or are laid off between September 2008 and December 31, 2009, the stimulus bill provisions on COBRA subsidies would apply to you. -- The stimulus program would subsidize your COBRA payment (the House version would pay 65% of it, the Senate version would pay 50%) by giving the organization to which you pay your COBRA bill (typically your former employer) a tax credit. You would first have to pay your share of the monthly payment, then the stimulus package would kick in its subsidy payment (which is really a credit). -- If you lost your job within the designated period and did NOT elect to continue your health insurance under COBRA, your employer must offer you the opportunity to sign up for extension of COBRA coverage as soon as the bill becomes law. For those who maintained their insurance under COBRA, the federal subsidies are not retroactive -- meaning, you won't get any reimbursements for the cost of COBRA payments you've already made. Whether you sign on once the bill becomes law, or have stayed insured under COBRA continuously since you lost your job, the subsidy begins when the bill becomes law. -- Eligibility for the subsidy is a maximum of 12 months, and you lose eligibility for it once you become eligible for coverage under another group health plan -- other than health flexible spending accounts. (COBRA benefits must be provided for 18 months by companies who lay off workers, and the bill paid by the laid-off worker -- pre-subsidy -- is the equivalent of 100% of the cost of coverage, plus 2%.) -- If you lose your job between the time the bill becomes law and 2010, and you haven't exhausted your 12-months of subsidy coverage yet, you'll be eligible for the subsidy. Papa Rueben, Mama Marcelina and Step-Mama Elizabeth moved the Family from the small-sleepy town of Lagos de Moreno, Mexico some years ago to America and Los Angeles'-San Fernando Valley.

Papa Rueben- a Carpenter in Mexico, taught his Son-Leo the Woodworking Trade. Soon after, Leo began a small self-owned Carpenter Business working any and every small pick-up job he could find to make ends meet.

As the work grew, so did Leo's Company and Shop. Leo added Co-Owner and Brother-in-Law, Antonio "Tony" to the mix and Angelica "Angie" Leo's Sister, came aboard to assist with the mounting paperwork.

Meet Bricky Inventor – Noel Marshall

Noel Marshall was born on 6th May 1975. He grew up on a small farm near Ballygarvan county Cork, Noel is the 2nd from a family of 5 children their childhood was a far cry from the play station age that has engulfed our current generation. From the age of 5 or 6 before school he would be out at 6am helping with the work around the farm these jobs included milking 3 cows by hand, rearing calves, pigs and hens. With everything done by 8am Noel his older brother and three younger sisters walked 2 miles to their local school. His father combined the farm work with holding down a full time job as a builder with the county council.

Noels creativity was evident from an early age often making his own toys from wood and always engrossed during construction work conducted on the farm. At school Noel could only engage on practical subjects but he excelled in these; woodwork, maths and science. From age 11 Noel worked during the summer holidays at a local concrete paving yard producing slabs and laying patios. He cycled 6 miles to and from each day starting work at 8am. His senior colleagues were astonished at the kids ability to work; Victor Kelly his boss as this time remarked.

As a small kid he processed great strength speed and stamina and just always knew what to do. Each summer hed bring an incredible energy to the place. Everyone adored him and we all had that sense hed do great things. His inventions are testament to the guys practicality and drive they are so simple yet brilliant. All our wishes are behind him

Noel Left School before his final year and joined the army as an apprentice carpenter, while naturally excelling at the practicality of the carpentry he struggled with conforming to the other facets of army life. Geared for productivity, spending days preparing for inspections and drills frustrated him to the point of utter boredom. This lead him to take up endurance running which he also excelled at, going on to represent Ireland at international level he trained hard with aspirations to qualify for the Olympic marathon however the combination of consistent injury and overtraining eventually ended this quest - PBs include 24:58 for 5 miles and 51:32 for 10 miles.

I entered the sport late and failed my ultimate goal not from a lack of effort; for six years I periodically trained flat out twice a day seven days a week. I became plagued with hip injury as I pushed to hit that exceptional Olympic standard. Competitive sport is a very grounding experience, you need to push yourself to the limits of human endeavour to reach a high level

Noel left the army 6 months after producing the first Bricky prototype. Initial funding of €650K for production and marketing was sought from 25 local investors, today the Bricky is by far and away the most successful hand tool invented since the turn of the century. The Masons Mate and Pro-pointer were later additions to Marshalls invention portfolio.
